Either a Double-crested Cormorant or a Brandt’s Cormorant, you get both along the North Oregon coast year round.

Cormerant. Ours here are black, but the nearly upright posture is definitely cormerant.

It is a cormorant. The common on is a double-crest but there other. Location of where was seen would help
